eBRAM Signed MOU with Yau Tsim Mong Community Care Development Foundation to Build an Inclusive Legal Services Platform

On March 28th 2025, eBRAM International Online Dispute Resolution Centre (“eBRAM”) has signed an MOU with the Yau Tsim Mong Community Care Development Foundation and Bright Hope For Kids Company Limited to launch Hong Kong’s first community mediation service network covering all 18 districts.
Led by the Yau Tsim Mong District Council, this initiative provides free mediation and consultation services to assist ethnic minorities in resolving disputes and fostering social harmony.
Supporting Government Policy
As a leading mediation institution in Hong Kong, eBRAM is committed to supporting the strategic objectives set out in the Policy Address of the Hong Kong Special Administrative Region Government, particularly the “Pilot Scheme on Community Mediation”. At the same time, eBRAM is dedicated to contributing to the Government’s vision of establishing Hong Kong as an “International Legal and Dispute Resolution Services Centre”. Through its participation in the establishment of community mediation service points, eBRAM leverages its innovative legal technology and professional mediation expertise to provide accessible, efficient mediation services—especially for grassroots communities and ethnic minorities—helping resolve community disputes and promote neighbourhood harmony.
The Community Mediation Service Point was officially launched on 28 March, marked by an unveiling ceremony and the signing of a Memorandum of Understanding.
Dr. Hon Horace Cheung Kwok-kwan, SBS, JP, Deputy Secretary for Justice of the HKSAR, highlighted the significance of community mediation in maintaining social stability and fostering ethnic inclusion during his speech at the ceremony. He also encouraged all parties to work together to promote the broader application of mediation mechanisms at the community level.
Empowering Community Mediation with Technology
eBRAM will provide three core solutions to support the initiative:
- Real-Time Translation Technology: Eliminates language barriers via eBRAM’s ODR platform for ethnic minorities.
- Hybrid Mediation System: Combines online and offline mediation for flexibility and efficiency.
- Professional Mediator Network: Deploys experienced mediators to handle complex disputes.
