eBRAM was pleased to participate in the “Win-Win Hub – Hong Kong’s First AI-Powered Construction Dispute Adjudication Service Platform Launch Ceremony (Win-Win Hub – 商贏站：全港首個人工智能建築業糾紛裁決服務平台發佈會)” yesterday and to formalise a Memorandum of Understanding (MoU) with FHS Solutions.

Dr. Frank Tong , Director of eBRAM, delivered an opening speech highlighting the growing need for efficient and technology-enabled dispute resolution solutions within the construction industry. Dr. Tong also shared eBRAM’s vision of leveraging LawTech and Online Dispute Resolution (ODR) to enhance accessibility, efficiency, and fairness in handling construction-related disputes.

The collaboration reflects a shared vision to explore how AI-enabled dispute advisory and assessment tools can complement institutional Online Dispute Resolution (ODR) and Alternative Dispute Resolution (ADR) services for the construction industry.

The MoU signing ceremony was conducted by the authorised representatives, Mr. Timothy Lo, Chief Executive Officer of FHS Solutions and Ir Albert Leung FCIArb FHKIArb MHKIoD MHKIE MIET CEng PMP®, Acting CEO of eBRAM, witnessed by Mr. Jones Chan and Dr. Frank Tong, Director of eBRAM, together with guest witnesses Sr. Samson Wong and Prof. Herman Hu.

With construction disputes often involving payment issues, variations, delays, and subcontracting complexities, both parties believe technology can play an important role in enhancing early-stage dispute assessment, improving efficiency, and promoting more accessible and proportionate dispute resolution pathways.

Under the collaboration framework, FHS’s AI-assisted platform will focus on upstream dispute analysis and advisory support, while eBRAM will continue to provide independent, neutral and institutionally managed ODR / ADR services, including mediation, arbitration and adjudication.

The MoU also reflects both parties’ commitment to the responsible development of AI and LawTech applications, including transparency, data governance, user consent, and procedural fairness.

eBRAM looks forward to working with FHS and industry stakeholders to support innovation in construction dispute prevention and resolution, while strengthening Hong Kong’s position as a leading hub for LawTech and ODR development.
